Call for Researchers to Author a Study on the Contribution of Research Produced by Albanian Think Tanks on Policy Development
The ability of think tanks to engage and contribute through research projects to the improvement of domestic policies and regulatory frameworks is essential for ensuring long-term sustainability of reform processes. However, the related effectiveness is determined by different factors such as think tanks’ capabilities, fundraising opportunities, access to policy making, relationship with public outlets such as national media, etc.
In this framework, PERFORM is seeking to contract a local and an international experienced researcher to undertake a comprehensive assessment study on the current situation of think tanks in Albania. The study should investigate the typology(s) of existing think tanks at the domestic level, as well as assess their activity and impact in the national policy- and decision-making processes. In particular, the study should explore potential paths for integrating the results of conducted research by the think tanks within the domestic policy-making system.
OBJECTIVES OF THE STUDY
The study is expected to have the following objectives, namely:
1. Gain a thorough understanding of the current think tanks landscape in Albania, including but not limited to, the following components:
Typology of think tanks;
Legal framework enabling the operation of think tanks;
Think tanks and donors: Who sets the agenda?
Financing;
Relevance and impact of their work (examining the input and outcome of their involvement in policymaking processes, in areas such as adoption of legislation, strategies, action plans, reform implementation, etc.);
Their channels of communication in place:
- Definition of target audiences: Who are they?
- Outreach practices;
- Dissemination of the research.
- Interaction of think tanks with academia: patterns and rules governing their collaboration, as well as drivers and implications for both sides.
2. Develop clear and comprehensive recommendations for measures/mechanisms addressing the identified issues.
EXPECTED RESULTS
A comprehensive map of research institutions, think tanks and research-based organisations in Albania, that demonstrate the relevant characteristics to be qualified as think tanks based on the following subthemes:
- organisational structure;
- fields of expertise;
- funding model;
- research format and structure.
Evaluation of the impact of the work of think tanks in policy making, through examining their input and outcome of their involvement in areas such as adoption of legislation, strategies, action plans, support to reform implementation, etc.
Targeted recommendations for decision-makers, think tanks, media, donors and grassroots organisations that will address challenges and contribute to the increased effectiveness of think tanks, access to policy making and coordination among stakeholders.
REQUIREMENTS FOR APPLICANTS
Local Researcher
Postgraduate degree in the field of Social Sciences and Humanities;
At least 10 years of relevant research experience in the field of social science and humanities;
Good understanding of the complexity of decision-making processes;
Good understanding of the CSO environment in Albania;
Experience in developing policy-oriented research;
Experience in assessing evidence-informed decision making;
Experience with internationally funded research projects;
Excellent analytical and writing skills;
Proven team worker;
Full professional fluency in English.
International Researcher

Experience in working within the think tank sector;
Good understanding of the complexity of decision-making processes;
Experience in assessing evidence-informed decision making;
Good understanding of the CSO environment in Albania;

Experience with international funded research projects;
Excellent analytical and writing skills;
Proven team worker;
Willingness to travel to Albania;
Full professional fluency in English.
FINANCIAL OFFER
This assignment will cover the period of 25 October 2017 – 15 December 2017.
The local researcher will work for a maximum of 40 working days.
The international researcher will work for a maximum of 25 working days.
Applicants should submit a financial offer specifying the gross remuneration fee per day, and total amount. Expenses incurred for regional and wider travel shall not be included in the financial offer. These costs will be paid by PERFORM directly.
